## §1. General Provisions
1. The Library is a publicly accessible institution supporting educational, scientific, and informational needs of its users.
2. Use of the Library services requires acceptance of these Regulations.

* on-site access to collections,
* lending of library materials,

* information and training services.

## §2. Opening Hours
1. The Library operates during hours published on the official website and displayed at the Library entrance.
2. The Library Director may introduce temporary changes to opening hours due to organizational or technical reasons.

## §3. User Registration
1. The right to use the Library is granted to individuals with an active library account.
2. Registration requires:
* providing basic identification data,
* acceptance of these Regulations,
* consent to personal data processing in accordance with applicable regulations.
3. Users are responsible for keeping their contact information up to date.

## §4. Borrowing Materials
1. A user may borrow up to:
* 10 books,
* 5 journal or magazine issues,
* 3 multimedia items.
2. Standard loan periods are:
* 30 days for books,
* 14 days for journals and magazines,
* 7 days for multimedia materials.
3. Loan periods may be renewed unless the material has been reserved by another user.
4. The Library reserves the right to limit borrowing privileges for selected categories of materials.

## §5. Reservations and Requests
1. Users may reserve library materials through the online catalog.
2. Reserved materials remain available for pickup for 3 business days after notification.
3. Failure to collect reserved items within the specified period results in automatic cancellation of the reservation.

## §6. User Responsibility
1. Users are responsible for borrowed materials from the moment of checkout until their return.
2. In the event of:
* loss,
* destruction,
* permanent damage to materials,
the user is required to:
* replace the item with an identical copy, or
* cover costs determined by the Library.
3. The Library may charge overdue fees according to the current fee schedule.

## §7. Reading Room Rules
1. Users must maintain silence and appropriate behavior in the reading room.
2. The following are prohibited:
* consumption of meals,
* disturbing other users,
* removing materials from designated areas without authorization.
3. Library computers may only be used for educational and research purposes.

## §8. Use of Electronic Resources
1. Access to databases and electronic resources may require authentication.
2. The following activities are prohibited:
* mass downloading of data,
* sharing login credentials with third parties,
* using resources in violation of license agreements.

1. Personal data is processed solely for the purpose of providing library services.
2. The Library applies security measures in accordance with applicable legal regulations.
